Dear Mr. Hein,
Enclosed is our application for County support to all 21 libraries throughout the County.
Beginning in 2007, the UCLA changed its method for utilizing County funds for libraries while at the same time increasing the visibility and transparency of our spending when we created the Ulster County InfoPortal with County funds. Through this vehicle every County resident with a library card can gain access to premium information products. Most of them are available 24/7 from a resident’s home or business via the Internet; as well as from their local libraries.
These funds allow many of our smaller rural member libraries to offer high quality content that they would never be able to afford on their own. Many of these products have a price tag that has been discounted up to 50% by State aid. We currently are able to offer 11 knowledge products. Without these discounts, libraries would only be able to afford two or three.
We are not requesting operational funds, we are asking to continue our partnership with the County in offering services that County residents need to compete in the 21st century from Marlboro to Saugerties and from Kingston to Phoenicia. With County funds subsidizing these products, libraries can use their own funds to heat their buildings, purchase books and offer programs to citizens in their communities.
We have attached to our application newspaper articles from around the State that show how libraries are more valuable during difficult economic times. Our products appeal to a diverse audience and serve diverse functions including career enhancement and improved literacy. The InfoPortal will meet or surpass the expectations of downstate residents moving to the County.
We trust the legislature will continue to serve as partners with us as we help to make Ulster County a destination for people seeking an information infrastructure that meets their needs.
Sincerely,
James Cosgrove
Vice-President
